How different than a previous Secretary of State, John Quincy Adams,  in his July 4, 1821 speech:

		<description>I&#039;ll bet Chile even had building codes in place to at least try to limit the amount of damage in the event of an earthquake.  Clearly culture, an organized civil society, and rule of law matter!</description>
