‘The Deep State’

If possible, disregard the statist, leftist elements of Mike Lofgren’s essay, “Anatomy of the Deep State,” by which I mean Lofgren’s grief over partisan gridlock in Washington (if only), about the GOP’s plot to render the “executive branch powerless” (I wish); his conviction that “Wall Street is the ultimate owner of the Deep State,” and that corruption flow from it, rather than from government outward, to say nothing of his idiotic antipathy for Ayn Rand. Yes, there is a lot of nonsense here.

Concentrate, if you can, not on Lofgren’s analysis, but on his factual insights into what he terms “The Deep State”:

… Yes, there is another government concealed behind the one that is visible at either end of Pennsylvania Avenue, a hybrid entity of public and private institutions ruling the country according to consistent patterns in season and out, connected to, but only intermittently controlled by, the visible state whose leaders we choose. My analysis of this phenomenon is not an exposé of a secret, conspiratorial cabal; the state within a state is hiding mostly in plain sight, and its operators mainly act in the light of day. Nor can this other government be accurately termed an “establishment.” All complex societies have an establishment, a social network committed to its own enrichment and perpetuation. In terms of its scope, financial resources and sheer global reach, the American hybrid state, the Deep State, is in a class by itself. That said, it is neither omniscient nor invincible. The institution is not so much sinister (although it has highly sinister aspects) as it is relentlessly well entrenched. Far from being invincible, its failures, such as those in Iraq, Afghanistan and Libya, are routine enough that it is only the Deep State’s protectiveness towards its higher-ranking personnel that allows them to escape the consequences of their frequent ineptitude. … The Deep State does not consist of the entire government. It is a hybrid of national security and law enforcement agencies: the Department of Defense, the Department of State, the Department of Homeland Security, the Central Intelligence Agency and the Justice Department. I also include the Department of the Treasury because of its jurisdiction over financial flows, its enforcement of international sanctions and its organic symbiosis with Wall Street. All these agencies are coordinated by the Executive Office of the President via the National Security Council. Certain key areas of the judiciary belong to the Deep State, such as the Foreign Intelligence Surveillance Court, whose actions are mysterious even to most members of Congress. Also included are a handful of vital federal trial courts, such as the Eastern District of Virginia and the Southern District of Manhattan, where sensitive proceedings in national security cases are conducted. The final government component (and possibly last in precedence among the formal branches of government established by the Constitution) is a kind of rump Congress consisting of the congressional leadership and some (but not all) of the members of the defense and intelligence committees. The rest of Congress, normally so fractious and partisan, is mostly only intermittently aware of the Deep State and when required usually submits to a few well-chosen words from the State’s emissaries.

I saw this submissiveness on many occasions. One memorable incident was passage of the Foreign Intelligence Surveillance Amendments Act of 2008. This legislation retroactively legalized the Bush administration’s illegal and unconstitutional surveillance first revealed by The New York Times in 2005 and indemnified the telecommunications companies for their cooperation in these acts. The bill passed easily: All that was required was the invocation of the word “terrorism” and most members of Congress responded like iron filings obeying a magnet. …

…the Deep State does not consist only of government agencies. What is euphemistically called “private enterprise” is an integral part of its operations. In a special series in The Washington Post called “Top Secret America,” Dana Priest and William K. Arkin described the scope of the privatized Deep State and the degree to which it has metastasized after the September 11 attacks. There are now 854,000 contract personnel with top-secret clearances — a number greater than that of top-secret-cleared civilian employees of the government. While they work throughout the country and the world, their heavy concentration in and around the Washington suburbs is unmistakable: Since 9/11, 33 facilities for top-secret intelligence have been built or are under construction. Combined, they occupy the floor space of almost three Pentagons — about 17 million square feet. Seventy percent of the intelligence community’s budget goes to paying contracts. And the membrane between government and industry is highly permeable: The Director of National Intelligence, James R. Clapper, is a former executive of Booz Allen Hamilton, one of the government’s largest intelligence contractors. His predecessor as director, Admiral Mike McConnell, is the current vice chairman of the same company; Booz Allen is 99 percent dependent on government business. These contractors now set the political and social tone of Washington, just as they are increasingly setting the direction of the country, but they are doing it quietly, their doings unrecorded in the Congressional Record or the Federal Register, and are rarely subject to congressional hearings.

… Washington is the most important node of the Deep State that has taken over America, but it is not the only one. … The Deep State, based on the twin pillars of national security imperative and corporate hegemony, has until recently seemed unshakable and the latest events may only be a temporary perturbation in its trajectory. But history has a way of toppling the altars of the mighty. …

As President’s Day approaches, I will say that I am not enamored with our current White House occupant, or with his recent predecessors. Barack Obama is a boring windbag egomaniac, mouthing a lot of leftist rhetorical garbage. However, in spite of the adulation of his supporters or the detraction of his political enemies, he is not some good or evil demigod, but rather just symbolic of the bloated corrupt corporate-socialist government.

His main opponents, Republicans (most but not all) might have one believe that on 19 January 2009, this government was a small peaceful government running a surplus and respectful of civil liberties presided over by James Monroe – until (eeek eeek) Obama the Space Alien took over. Bush and his legacies of leaving no children behind, warring in Iraq and Afghanistan, the TSA, the Patriot Act, prescription drug plans, and the bailouts – has been lost in the memory hole of amnesia. I find myself not necessarily “defending Obama,” but rather disgusted at the amnesiac hypocrisy of the Republican detractors.

So suppose that in 2016 some Republican wins – Christie, Jeb Bush, Ryan, or one of the so-called “Tea Party” Republicans. Do I expect the budget to be balanced? Do I think they will repeal previous Republican legacies like OSHA, EPA, TSA, DEA, HEW, Student Loans, Americans with Disabilities Act, Patriot Act, Leave No Child Behind, Prescription Drug Plan, and Drone Warfare? What was Reagan’s domestic legacy – repealing CETA and Nixon’s 55 mph speed limit?

Take the most important issue of world history – homosexuality…. Democrats would compel Boy Scouts to take gays and make Christians photograph and cater to gay weddings. Republicans in Virginia passed this: “This Commonwealth and its political subdivisions shall not create or recognize a legal status for relationships of unmarried individuals that intends to approximate the design, qualities, significance, or effects of marriage” – thus my will and medical directive might be invalid. Whatever happened to the right of people to create contracts? Democrats want to shove “Heather Has Two Mommies” in the school curricula while Republicans want to shove “Abstinence Education”. And where in this Kultur-Jihad is freedom of association, freedom of contract, and the authority of parents?

Another good example is health care. Democrats would have everyone compelled to pay for such wonderful medical procedures as drilling holes in developing babies, in utero, and to even require certain trained slaves called “health care providers” to partake in these procedures whether they want to or not. Republicans would have the taxpayers pay millions of dollars to resurrect a dead pregnant woman and keep her on machines for months for the 0.001% chance of creating a baby. Both parties believe they can play G-d with voters choosing between Dr. Mengele and Dr. Frankenstein.

Can we expect better in foreign policy, where our attitude towards foreign nations is either to bribe a country, bomb a country, overthrow a country, or occupy a country? Will either party stop bribing crowds to demonstrate in Kiev or dropping drones on weddings in Yemen? Republicans obsess about 4 dead in Benghazi while ignoring the hundreds of thousands dead in Iraq, forgetting the 242 marines in Beirut, and upset that American forces left Indochina after our interference in a civil war wound up with over 4 million dead.

Do we expect better for civil liberties when Republicans are upset when individual states do not want to jail dope smokers? Do we expect Republicans who shout “kill Snowden” to be any better reforming the NSA, CIA, TSA, no knock SWAT team raids, or the Patriot Act (especially with the last two being their own creations?).

Will either party eliminate agribusiness farm subsidies, ethanol mandates, quantitative easing, Sallie Mae, Freddie Mac, Fannie Mae, BATF, either DoE, HuD, mission to Mars, the F-35, troops in Italy, Ex-Im bank, trade ban with Cuba, DEA, Amtrak, federal student loans,…?????? Surely you jest! The irony of King Obama is that the expression that his opponents resemble the “pot calling the kettle black” is both figurative AND literal.

The rhetoric will change and the hot, putrid air will blow in the opposite direction.

“A Soldier In The Style Of ‘Stonewall’ Jackson” is the current column, now on WND. An excerpt:

“Barack Hussein Obama at war and George W. Bush at war: How does the 44th president of the United States differ from the 43rd?

If nothing else, former Defense Secretary Robert M. Gates has settled that question. Bush sent troops to fight futile battles without flinching; Obama did the same with some reservation.

Hardly a peacemaker, Obama questioned the mission in Afghanistan and was skeptical of the military brass’s motivation in securing for itself—to the detriment of the grunts on the ground—a long-term commitment to the theatre of war in that country.

Like Obama, 82 percent of Americans oppose the war the president is being panned for having embraced publicly, but agonized over privately. On Afghanistan, Obama is more aligned with the American people—and the truth—than the former defense secretary and his Republican champions.

This I say with reluctance. I awarded Barack Obama brownie points thrice in his tenure: for doing not a thing about the 2011–2012 protests in Iran, for ceasing the criminalization of cancer and AIDS patients for their medicinal use of illegal substances, and for breaking with Bush and his neocons in refusing to step on the Russian Bear’s claws. Obama scrapped the missile-defense shield in Russia’s backyard.

Yet this revelation in Gates’ ‘Duty,’ a book that hangs on one hook, has Republicans gurgling with pleasure. Limitless is the GOP’s zest and zeal for ignoring the negative right of the American people to be free of the Sisyphean (and Jacobean) struggle to save the world.

If anything, it sounds as though Gates might have had misgivings of his own about the missions in which his “soldiers, sailors, airmen and Marines” were dying for nothing.

A bereft Gates tells of ‘evening sessions’ during which he’d write condolence letters ‘to the families of service members killed in action.’ There ‘probably wasn’t a single evening in nearly 4 1/2 years when I didn’t — when I didn’t weep,’ he confessed. Gates relates how focused he became ‘on the strain on our troops and on their families.’ After all, ‘they’d been at war for 10 years.’ ‘My highest priority,’ he averred in an interview with NPR, was ‘trying to avoid new conflict … in terms of recommending against intervention in Libya,’ and expressing ‘concerns about going to war in Syria, much less in Iran.’

It just seemed to me that some of the areas where we were looking at potential conflict were more in the category of wars of choice. And it was those that I was trying to protect the troops from.

Having fought for the survival of his people—and never to democratize or ‘save’ another—Ariel Sharon was far less of a study in contradictions than poor Mr. Gates. …

“Obama: Love Means Never having To Say You’re Sorry” is the current column, now on WND. An excerpt:

So where do we stand in the health care chain reaction, cooked-up in the Barack Obama command-and-control centers? Let’s see. Having destroyed the market for health insurance, the president turned to another parlor game, hailed by the daytrippers at CNN and the New York Times as a “health fix” and a “fix for canceled plans.”

Yes, the fix is in. Parsed, the president’s advice to the millions who’ve lost coverage is, essentially, “I’ll let you keep your already canceled policies through 2014. Feel free to take it up with your insurance company.”

In the preceding weeks, and against the backdrop of polls in which 50 percent of voters said, “President Obama knowingly lied when he repeatedly told Americans they could keep their plans under his signature health care law,” the paper of record took a “different” view. Obama, the apple of their eye, “wrongly assured Americans that they could retain their health care plans.”

An “incorrect promise” was another euphemism used by NYT story tellers.

Quite the opposite, opined Patrick J. Buchanan:

WHO’S THE BIGGEST LIAR OF THEM ALL? In the grand scheme of history, Obama’s rank lie “now enters presidential history alongside George H.W. Bush’s ‘Read my lips! No new taxes,’ Bill Clinton’s ‘I did not have sexual relations with that woman, Miss Lewinsky,’ and George W. Bush’s tales of yellow cake in Niger and hidden arsenals of WMDs.”

As wrecking balls go, Obama and “W” are tied in ignominy. Christopher Conover of Duke University estimates that “129 million, or 68 percent of Americans, may not be able to keep their current health care plans once Obamacare is fully implemented. [Conover’s] study also suggests that 18 to 50 million people will lose their plans altogether.”

The butcher’s bill of human suffering—Bush’s—has been tallied. Obama’s is still to come. …
