A new study by the Center for Immigration Studies, an independent research institute that examines the impact of immigration on the United States, has uncovered some alarming facts about identity theft:

WASHINGTON (JUNE 25, 2009) – In May of this year, a Supreme Court decision severely impeded the use of identity theft charges as an immigration enforcement tool. In June, several people were arrested after a fraud scheme was uncovered at a Florida driver’s license bureau. In July, a new Utah law targeting illegal aliens and document fraud will take effect. As these examples show, illegal immigration is inherently tied to document fraud and identity theft. As states continue to search for answers, it is apparent that the Federal government has not yet found a working legislative solution to deter these crimes.
A new Backgrounder by the Center for Immigration Studies considers how illegal aliens perpetrate document fraud and identity theft, the effects on the victims of this crime, as well as some proposals to deter it. “Illegal, but Not Undocumented: Identity Theft, Document Fraud and Illegal Employment,” is written by Ronald Mortensen, PhD, a retired career U.S. Foreign Service Officer and former Society for Human Resource Management senior executive.

The findings include:
• Illegal immigrants are not “undocumented.” They have fraudulent documents such as counterfeit Social Security cards, forged drivers licenses, fake “green cards,” and phony birth certificates. Experts suggest that approximately 75 percent of working-age illegal aliens use fraudulent Social Security cards to obtain employment.
• Most (98 percent) Social Security number (SSN) thieves use their own names with stolen numbers. The federal E-Verify program, now mandated in only 14 states, can detect this fraud. Universal, mandatory use of E-Verify would curb this and stop virtually 100 percent of child identity theft.
• Illegal immigration and high levels of identity theft go hand-in-hand. States with the most illegal immigration also have high levels of job-related identity theft. In Arizona, 33 percent or all identity theft is job-related (as opposed to identity theft motivated simply by profit). In Texas it is 27 percent; in New Mexico, 23 percent; in Colorado, 22 percent; California, 20 percent; and in Nevada, 16 percent. Eight of the 10 states with the highest percentage of illegal aliens in their total population are among the top 10 states in identity theft (Arizona, California, Florida, Texas, Nevada, New York, Georgia, and Colorado).
• Children are prime targets. In Arizona, it is estimated that over one million children are victims of identity theft. In Utah, 1,626 companies were found to be paying wages to the SSNs of children on public assistance under the age of 13. These individuals suffer very real and very serious consequences in their lives.
• Illegal aliens commit felonies in order to get jobs. Illegal aliens, who use fraudulent documents, perjure themselves on I-9 forms, and commit identity theft in order to get jobs are committing serious offenses and are not “law abiding.”
• Illegally employed aliens send billions of dollars annually to their home countries, rather than spending it in the United States and helping stimulate the American economy. In October 2008 alone, $2.4 billion was transferred to Mexico.
• Tolerance of corruption erodes the rule of law. Corruption is a serious problem in most illegal aliens’ home countries. Allowing it to flourish here paves the way for additional criminal activity and increased corruption throughout society.
• Leaders support perpetrators and ignore victims. Political, civic, religious, business, education, and media leaders blame Americans for “forcing” illegal aliens to commit document fraud and identity theft. No similar concern is expressed for the American men, women, and children whose lives are destroyed in the process.
• The Social Security Administration and Internal Revenue Service facilitate illegal immigrant-driven identity theft. Both turn a blind eye to massive SSN fraud and take no action to stop it. The Social Security Administration assigns SSNs to new-born infants that are being used illegally. The IRS demands that victims pay taxes on wages earned by illegal aliens using their stolen SSNs, while taking no action to stop the identity theft.
• State and local governments need to adopt tougher laws to supplement federal efforts. The Bureau of Immigration and Customs Enforcement (ICE) is targeting large document fraud rings and the most egregious employers, but their resources are limited and stretched across multiple priorities. In 2007, identity theft cases represented only 7 percent of the total ICE case load.
• Employers must do their part. They can ensure that they have a legal workforce by using a combination of the federal government’s E-Verify and Social Security Number Verification Service systems and by signing up for the federal government’s IMAGE program or privately conducted audits.

Somehow I think that if this little girl’s name were GARCIA, MARTINEZ, ALVAREZ, RODRIGUEZ, ROMERO, LOPEZ, FERNANDEZ, HERNANDEZ, GONZALES—she’d be allowed to stay in the US of A. Read the story of the impending deportation to Poland of 11-year-old Ewelina Bledniak. (And where-oh-where are the churches and the ACLU?)

If only my own sister were a poor, illiterate, Hispanic scofflaw, sucking at the state’s teat.

Update I (June 11): I’m not sure I can agree entirely with Robert. To an extent he is right: errors and injustices are a function of a lumbering bureaucracy. I think he’ll find, however, that because so many of the bureaucrats are affirmative, or plain illegal, appointees, they often enact their preferences. It is misguided to deny: 1) the tremendous powers of the bureaucracy. 2) That said organ doesn’t exercise these powers energetically. We live under an unrepresentative, managerial state, the kind James Burnham (if I’m correct) wrote about, and certainly our friend Paul Gottfried has covered extensively.

My personal experience: “My daughter was … stripped of her [green card] on a debatable technicality when entering the US from Canada. This took a heroic show of force from the brave, U.S. citizenship and immigration law enforcers at the border. Moral: U.S. immigration law is enforced against people who obey the law. No doubt her hard-won green card was needed urgently for a real Bandido.”

Update II (June 11): So far, I’ve being vindicated. Readers have put down Bledniak’s neglect to nothing more than a “lumbering bureaucracy.” But as I contended, if Bledniak were Banderas, she’d have had CNN’s THELMA GUTIERREZ’s full support.

Tonight, GUTIERREZ went to bat for a “brilliant girl”—so brilliant, she has an “A” in “Race and Gender”—who cannot get you and me to pay for her Harvard degree in Education (worth nothing, clearly), because… wait for it: she’s illegal. However, unlike the Polish cherub, Nancy the Hispanic is not being deported.

The transcripts are here. Just as I surmised in the initial post, Nancy’s equally “brilliant” Harvard professors are LATINAS.

The “matric”—high-school finals—I sat for in Israel was harder than anything this “genius” has done at university. These students graduate from high school without math in the syllabus. Unheard of in my days, if you wanted a university entrance matric. And yes, I will (a little later) inflict on you the kind of core curriculum I was compelled to undertake for the first-rate academic matric I earned in Israel, back in the day.
This Nancy would be relegated to the sewing class—we were streamed into different paths in accordance with academic aptitude in those days. With the kind of nonacademic subjects “Nancy” has taken, GUTIERREZ’s protege would not have qualified to sit the academic finals in my old high-school. But then things have changed in Israel since then too.

When brave, border patrolmen Ignacio Ramos and Jose Compean shot an illegal alien drug dealer in the derriere, they were defending their state, country and countrymen.

For hastening the descent into hell of two career criminals, who had broken into the country before breaking and entering at the home adjacent to his, Joe Horn—another fine Texan—is the best of neighbors.

Another acid test is the case of Frank Ricci, a firefighter from New Haven, Connecticut. Ricci was denied a promotion because he bested all the blacks in the department on a test 77 other candidates took. City officials didn’t like the results, so they voided the test, and put the promotion on hold until a less sensitive test could be developed—one that better screened-out proficiency and ability.

The individual with a healthy moral compass will agree that Ricci was wronged. What is licit or illicit in the natural law is inescapably obvious in the other vignettes as well.

But not to libertarian deviationists (by which I mean deviants, as opposed to dissenters).” …

Update (June 6):In Praise Of One Lunatic. The “KNAPPSTER,” Tom Knapp, and I have had a fractious exchange in the Comments Section. I’ve posted two of Tom’s comments, starting with a highly unpleasant post, aimed at my person. Not unpredictably, Tom was most injured by my correct claim that his newsletter, which I dubbed a libertarian organ, and which I read regularly for its news items (not its commentary), has not featured my column in years.

Somewhat disingenuously, Tom disagreed, posting a list of my blog posts and columns on his site, claiming they were featured recently in the newsletter he mails out to thousands of libertarians.

(This was followed by an ugly personal note, calling me a liar, but I will not be dragged down by purveyors of smut.)

Now, I know and remember everything I’ve ever written. Check the dates on these posts; they are all old, exactly as I asserted. I repeat: These are all older column and blog posts.

The most recent entry is from 2006 (three from 2007, although “Tasers R Us” has vanished from the list; “Don’t Tase Me Big Bro,” which I would have thought Tom would love, never made it onto the list, as far as I can tell).

It’s a shame, because I’ve said things in the cause of freedom—my cause and Tom’s cause—few libertarians have dared to (and better).

Just two Examples:

1) My hardcore propertarian defense of Michael Vick (other libertarian dog lovers offered a watered-down, states’-rights defense. Sean Hannity could not find a defense such as mine, which is how I made it onto his radio show on that rare occasion).

2) “They’re Coming For Your Kids”

Now, in his defense (I try and be immutably fair; although Tom is fighting dirty these days), the KNAPPSTER I once knew is quite a rare creature among libertarian cults. He has always appreciated contrarians and the vitality they bring to the movement. Rare. Like mainstreamers, libertarians spend a lot of time huddling in their purist corners, enforcing party lines, following a Cult Leader, and peering at the contrarian from behind heavily fortified ideological parapets.

Again: The KNAPPSTER I knew was not like this. Yes, he got heated about his perspective, but he never barred mine.

On the other hand, libertarian women folk can be real Stalinists in their approach to someone like myself. Last I was kicked off a distribution list it was by one such Siren of intolerance.

I am hopeful that some positive has come from this over-heated exchange, and that Tom, who doesn’t appreciate being perceived by readers (on this humble forum) as less than open-minded, will feature my column on his informative newsletter. He has not done so for a few years, as you can see from the dates the columns and post carry.

In that spirit, I’d also like to credit the KNAPSTER I knew (I do hope his women folk, and here I include women with the YY chromosomal makeup, have not gotten to him on this front) with being unique among (lower case L) libertarian anarchists in advancing one of the most cogent defenses of Israel. (I hope he will send me a link to that splendid tract.)

Peace (and give us a smile, KNAPPSTER).

The KNAPPSTER, I believe, is cracking a grin. We’re good again.

Update VI (May 26): Postscript. I’ve been collegial and fair to a fault in my dealings with one Thomas L. Knapp, who has not carried any of my columns in his “newsletter” since this exchange—despite saying he would. My integrity tends to bring out the best in otherwise innately nasty pieces of work. In the case of this individual, my ability to elevate worked fleetingly—only while he was exposed to it during the exchange on this blog.
